Betsy Winston, PhD
Center Director

Dr. Winston is an educator and consultant in teaching interpreting, curriculum development, discourse analysis, interpreting, mentoring, and distance education. She holds a Ph.D. in Applied Linguistics from Georgetown University, an M.A. in Linguistics with a focus in American Sign Language from Gallaudet University, and an M.Ed. in Technology & Education from Western Governors University.

Her special areas of interest include ASL discourse analysis, interpreting skills development, second language acquisition, educational interpreting, multimedia applications in ASL research and teaching, and teaching at a distance. Dr. Winston teaches courses and workshops in faculty development, linguistics, interpretation, mentoring, and educational interpreting nationally. Dr. Winston is the director of the National Interpreter Education Center at Northeastern University, and was the director of Project TIEM.Online, a distance education program for educators and mentors of interpreting and ASL. As director of Project TIEM.Online, she developed and is the lead teacher of the Master Mentor Program at Northeastern University. She has extensively researched and outlined the domains and competencies for teaching interpreting. She is the Coordinator for ASL Graduate Progams at Northeastern, and is currently collaborating on the development, implementation, and teaching of the M.ED.- Interpreting Pedagogy program at Northeastern, as well as on several graduate certificate programs and professional development opportunities.

In her role as Center Director, Dr. Winston coordinates all projects associated with the Center. She is responsible for coordinating the collaborative work of the NIEC with the National Consortium of Interpreter Education Centers NCIEC) and all RIECs associated with the National Consortium. She serves as the lead on a number of projects associated with the larger group, including Coordination, Evaluation, and Effective Practices. In association with Dr. Cokely, she co-leads the National Needs Assessment efforts. She is an active member of the Mentoring team and has served on the AA-BA partnership team, and Linguistic and Cultural Diversity team. Dr. Winston also maintains partnerships with a variety of national organizations, including RID, CIT, and NAD.

Needs Assessments
The Deaf Consumer Needs Assessment Report serves as a starting point for understanding the current and projected needs of deaf consumers as they relate to the availability, quality and overall use of interpreter services. The Phase I Deaf Consumer Needs Assessment effort was designed as only the first in a series of on-going activities planned by NCIEC to collect input from deaf consumers. The Phase II Deaf Consumer Needs Assessment is being conducted now across the country in face to face interviews with Deaf Consumers.


Effective Practices
The National Center is charged with a leadership role in identifying effective practices, both existing and those to emerge through NCIEC projects and activities. The goal is to identify effective practices and produce guidelines, benchmarks, milestones and assessment measures to guide others in future replications of, and improvements to, those practices.
