The goal of the NIEC Needs Assessment team is to provide current information and data regarding the knowledge, attitudes, behaviors and beliefs of various constituencies as a means of informing the strategic planning of NCIEC goals and priorities as they relate to interpreter education.

The information from the Needs Assessments informs the decisions and policies of the National Consortium, and is useful to the filed of interpreting and interpreter education at large. To date, the Needs Assessment Team has completed five national needs assessments and one comparison report, which have been distributed widely nationally and internationally.

  3. Interpreter Referral Agency Needs Assessment
  4. Deaf Consumer Phase 1 Needs Assessment
  5. Deaf Consumer Phase 2 Needs Assessment
  6. Comparison Report: Deaf Consumer Phases 1 & 2
  7. VR Needs Assessment Report

If funding is available in Year 5, the team is preparing several additional assessments, including:

  • Phase 2 IEP Needs Assessment
  • Phase 2 Practitioners Needs Assessment
  • Needs Assessment: Communities of Diverse, Under-Served Populations
  • Synthesis report of the information collected from all the needs assessments in order to compare findings and identify areas of need for education and training of qualified interpreters.

Needs Assessments
The Deaf Consumer Needs Assessment Report serves as a starting point for understanding the current and projected needs of deaf consumers as they relate to the availability, quality and overall use of interpreter services. The Phase I Deaf Consumer Needs Assessment effort was designed as only the first in a series of on-going activities planned by NCIEC to collect input from deaf consumers. The Phase II Deaf Consumer Needs Assessment is being conducted now across the country in face to face interviews with Deaf Consumers.


Effective Practices
The National Center is charged with a leadership role in identifying effective practices, both existing and those to emerge through NCIEC projects and activities. The goal is to identify effective practices and produce guidelines, benchmarks, milestones and assessment measures to guide others in future replications of, and improvements to, those practices.
